
PCC fears the decision to merge police forces is a “done deal” after appointing Lord Hogan-Howe
PCC John Campion has expressed significant concern that the decision is a “done deal” following the Government’s appointment of Lord Hogan-Howe as Chair for an independent review into police force structures.
The review, announced as part of the Government’s Police Reform White Paper, has been presented as an opportunity to take an objective, evidence-led look at the future configuration of police forces across England and Wales. However, the PCC believes the Government has “missed the mark” in ensuring true independence as Lord Hogan-Howe has publicly supported the concept on numerous occasions within his various roles in policing.
PCC John Campion said: “Whilst I support elements of the proposals outlined in the White Paper, and I recognise the need for ongoing reform, it has to be thought out and it has to have public support. Whereas there is evidence lacking that the tax-paying public actually support this, and I fear the decision will be made without proper consideration of their views.
“I am also concerned that the formation of larger, regional forces may erode the local focus and community responsiveness that existing smaller forces currently provide. Maintaining a close connection between policing and the communities it serves is essential for public confidence, accountability, and effectiveness.
“This is something that was tried 20 years ago and it didn’t work. So, the question is why now and have the lessons been learnt from the previous attempts. Can the public have confidence in the process, particularly when the head of the decision-making is someone who was an integral part of these earlier discussions. If the Government wants true independence on this matter, then they should do that by appointing someone who is independent.”
As part of the PCC’s commitment to be the voice of the public in policing, he will be advocating for the interests, concerns and priorities of residents with a public consultation to gather views of those living across Herefordshire, Shropshire, Telford & Wrekin and Worcestershire. Further information on the consultation will be available via the PCC’s website in due course.
